Innovation and Progress in Andalusian Public Health
Aware of the importance of this knowledge transfer, in 2006 the Regional Ministry of Health spearheaded the creation of the Technology Transfer Office of the Andalusian Public Health System (TTO-APHS), part of the Andalusian Public Progress and Health Foundation. It has a network structure and carries out its work throughout Andalusia thanks to the collaboration and support of the specific transfer units of each local research management foundation, which in this case is FISEVI. This network enables the creation of a shared information space that improves the quality and facilitates the continuous improvement of the management and support services provided to researchers.
Unit objectives:
- To identify and protect the research results and innovative ideas developed within the scope of FISEVI, providing added value and increasing their applicability in the industry and/or clinical practice.
- To promote collaboration between the public and private sectors, nationally and internationally, in order to develop innovative products and technologies and/or bring them to society.
- To set up new technology-based companies promoted by healthcare professionals that attract investment, develop the business fabric and generate social and economic benefits in Andalusia.
- To provide technology transfer training for APHS professionals.
- To generate a sustainable public R&D&I system that is considered a leading system in southern Europe.

- Identification and protection of ideas and results of research and innovation.
We identify the intangible assets resulting from the research carried out within FISEVI’s scope and provide comprehensive advice on the most appropriate protection strategy, as well as the transfer of innovative ideas and research and innovation results.
- Search for public-private funding opportunities and contact with the business sector.
We proactively seek public and private funding in collaboration with FISEVI’s Project Management Unit to finance research and innovation projects with high translational and transfer potential. In addition, we maintain an ongoing and strategic dialogue with the business sector with the aim of fostering public-private collaboration and establishing partnerships within the industry.
- Marketing of results
We carry out an ongoing search for industrial partners interested in developing and marketing the products, services and technologies developed by FISEVI’s healthcare professionals and researchers.
- Advice for the creation of technology-based companies.
We encourage, support and promote entrepreneurial activities and the creation of technology-based companies and spin-offs based on the results and technologies generated by researchers, offering the appropriate legal advice.
- Specific legal advice
We offer legal assistance, in collaboration with FISEVI’s Legal Advice Unit, aimed at the successful execution of public-private collaboration agreements, confidentiality and material transfer agreements, service provision and advisory or technical consultancy agreements and exploitation or licensing agreements, among others.
- Training
We organise training activities for researchers and companies on technology transfer, the protection of results, project appraisal, business development, business management and the creation of technology-based companies.
- Search for incentives and funding sources.
Advice on the best funding strategies, including national and international public-private calls for proposals, as well as access to private investors and venture capital. We facilitate the establishment of different types of collaboration agreements between the sector and research groups according to their needs.
- Search for research groups and access to platforms, infrastructures, expertise and research resources of interest to companies.
FISEVI helps to identify and provide the sector with access to its professionals and researchers interested in collaborating with it in the implementation of R&D&I projects, as well as to the platforms, expertise and services of our centres for the development of projects.
- Access to the range of technologies under development
Access to all the technologies developed by FISEVI researchers and medical professionals, including patents, utility models, know-how and software. The aim is to identify companies interested in further developing and marketing the innovative technologies developed in the hospitals and research centres managed by FISEVI.
- Support in attracting business initiatives
Support for attracting innovative business initiatives and a personalised service for domestic and foreign companies in the health sector interested in collaborating with research groups or research structures that fall within the scope of FISEVI’s activities.

FAQs – TTO
There is no conflict between patenting and publishing research results in a journal, but you have to do so in the correct order. In order for a patent application to be granted, the research result must meet a number of requirements, including those related to novelty. Therefore, a patent will never be validly granted if its content is not new, i.e. if it has been made public or disclosed before applying for protection before the corresponding body (in Spain, before the Spanish Patent and Trademark Office).
Once the patent application has been filed, protection takes effect from this moment (priority date), meaning the content of the invention can be published without having to wait for the patent to be granted. In any case, we recommend that you send your queries before publishing/disseminating your results to our TTO team, so that they can provide you with personalised advice.

First of all, contact our TTO team so that we can give you personalised advice and identify the most appropriate strategy to evaluate your results and achieve an effective transfer.
Once you provide us with more details about your idea and/or research results, we will be able to assess novelty, technical, economic and market feasibility. This will allow us to determine the invention’s degree of maturity and whether it can be protected. The TTO will guide you through the necessary steps to start the evaluation and possible protection process.
For those inventions and/or results that are eligible for protection through industrial and/or intellectual property rights, we will support you and work on the design of the protection strategy.
During the preparation of this strategy and as the invention matures, our TTO team will help you to seek funding, collaborate with companies and/or explore other alternatives for the marketing of the invention.
We can help you find commercial partners who are interested in bringing your innovation to market. We can also advise you if you decide to set up your own company and market it yourself.
