On 18 May 2020, Decree-Law 13/2020 of 18 May was published, implementing extraordinary and urgent measures relating to hotel establishments and the coordination of

alerts, the promotion of online procedures, the reactivation of the cultural sector and the relaxation of measures in various areas in view of the situation arising due to the coronavirus (COVID-19). It regulates, among other issues, the creation, on 20 May 2020, of the e-Tendering Portal, a system to manage online procedures in procurement matters and support the Administration of the Regional Government of Andalusia and its public sector, whether linked or dependent. The aim of this is firstly to improve the internal functioning of this administration in the field of public procurement and, secondly, to improve the channels in place for interaction between companies and citizens to improve the quality of public services, optimising and streamlining management and, therefore, public spending.
