The Spitalul Clinic Județean de Urgență „Sf. Spiridon” Iași, together with the National Centralized Health Procurement Authority, are proud to announce their involvementas leaders of the Thematic Area 2 Covid Crisis Lessons Learnt within PROCURE Project. The project focuses on analysing the lessons learned from the COVID-19 crisis, particularly in terms of public procurement practices, and aims to create more effective procedures for future healthcare emergencies.

TA2 focuses on understanding the challenges faced by contracting authorities during the pandemic. This initiative will help design improved procurement procedures to ensure better preparedness for future health crises.

The COVID-19 Crisis: A Turning Point for Healthcare Procurement

The COVID-19 pandemic exposed critical weaknesses in public procurement systems, particularly in the healthcare sector. As hospitals and healthcare systems scrambled to procure life-saving equipment and supplies, many procurement processes were hindered by bureaucratic delays, lack of flexibility, and difficulties in ensuring supply chains were uninterrupted.

Key Objectives of the TA2 COVID-19 Crisis Lessons Learnt Initiative

The TA2 COVID-19 Crisis Lessons Learnt initiative aims to:

  • Analyse Bottlenecks: Assess the procurement challenges faced by healthcare institutions during the COVID-19 crisis, including delays, inefficiencies, and the need for rapid decision-making.
  • Design Improved Procurement Procedures: Propose recommendations for more agile, transparent, and efficient procurement processes that can be deployed during future emergencies.
  • Enhance Resilience: Strengthen the resilience of healthcare procurement systems by incorporating digital tools, more flexible procedures, and a stronger focus on strategic stockpiling.

Moving Towards a More Efficient and Transparent Procurement System

The PROCURE Project and the TA2 COVID-19 Crisis Lessons Learnt initiative provide an opportunity to enhance the procurement landscape across European healthcare systems. The aim is to build a system that is not only more resilient but also more responsive to the ever-changing demands of healthcare delivery during crises.

Key actions for strengthening procurement systems include:

  • Digitalisation and Automation: Streamlining procurement processes through digital platforms to improve efficiency, transparency, and real-time tracking of supplies.
  • Faster Approval Processes: Reducing delays and increasing the agility of procurement procedures to respond rapidly in emergencies.
  • Public-Private Partnerships: Promoting stronger collaboration with private sector suppliers to ensure continuity of supply during times of crisis.

A Step Towards Future-Proof Healthcare Procurement

The lessons learned during the COVID-19 crisis have highlighted the need for systematic improvements in healthcare procurement. Through the PROCURE Project and its TA2 COVID-19 Crisis Lessons Learnt initiative participants are taking proactive steps to shape a more resilient, efficient, and effective procurement system for the future.
