EU Contract Hub: Revolutionising Access to Public Procurement in Europe

Share on:

The EU Contract Hub, a cutting-edge digital platform developed as part of the PROCURE project, in which FISEVI is a part, is transforming how public procurement data is accessed and analysed across Europe. Designed by experts from the Grupo de Ingeniería Ontológica (OEG) at the Universidad Politécnica de Madrid (UPM), including Álvaro Fontecha del Ser, Virginia Ramón Ferrer, and Carlos Badenes Olmedo, the platform simplifies procurement data consultation and is especially valuable in the healthcare sector, which has faced unique challenges due to the COVID-19 pandemic.

What is the EU Contract Hub?

The EU Contract Hub consolidates over 1.2 million public contracts from EU member states into a unified format, enabling users to explore, analyse, and visualise procurement data efficiently. The platform focuses on improving access to healthcare-related contracts, which became increasingly critical during the pandemic. By providing easy access to procurement trends and contracts, the platform empowers stakeholders such as policymakers, healthcare institutions, and the general public to make informed decisions.

Key Features

-Unified Data Ingestion Pipeline
The EU Contract Hub processes diverse procurement data formats—eForms, XML, CSV—into a coherent structure, allowing for more accurate analysis and decision-making.

-Multilingual Data Accessibility To overcome language barriers, the platform uses machine translation tools like Google Translate. Currently, 50% of contracts are available in English, with efforts to provide full multilingual support underway.

-Dual Consultation Interfaces The platform offers two primary interfaces:

  • Dashboard: A tool for generating customised graphs and tables based on aggregated contract data.
  • Discover: A search feature that enables users to find individual contracts and detailed information.

-Visualisation and Analysis Users can create interactive visualisations to explore procurement trends, such as the distribution of healthcare contracts across EU countries.

The EU Contract Hub is particularly relevant in healthcare procurement, providing stakeholders with insights into procurement patterns for essential medical goods and services. During the COVID-19 pandemic, the platform was used to compare healthcare procurement trends in countries like Spain and France, highlighting the distribution and value of healthcare contracts. This tool is not only useful in crises but also for long-term strategic planning in healthcare procurement.

The platform was developed by a team of experts from the PROCURE project and continues to evolve based on user feedback. For example, healthcare procurement experts requested the inclusion of inferred data points, such as legal mechanisms used in contracts. Future developments include expanding multilingual support, adding visualisation tools for additional sectors, and integrating predictive analytics to forecast procurement trends.

The EU Contract Hub is revolutionising public procurement by providing a streamlined, transparent, and accessible platform for procurement data analysis. By consolidating over a million contracts, it supports informed decision-making and enhances procurement practices, particularly in the healthcare sector. As the platform evolves, it promises to set new standards for public procurement in Europe.
