Human Resources Strategy for Researchers (HRS4R)

This is the mechanism through which the European Community ensures that institutions are committed to improving working conditions for research staff in Europe

The European Community recognises with the “HR Excellence in Research” award those institutions that adapt their human resources policies to the 40 principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers (C&C).

At FISEVI we are proud to have been awarded the “HR Excellence in Research” award on 15 April 2021, obtaining the logo certifying this on 8 April 2022.

Our work plan aims to make FISEVI more attractive to researchers and contribute to the development of the European labour market, as part of enhancements made to the European Research Area.

  • We implement the HRS4R programme continuously by developing better conditions for researchers, including those from abroad.
  • We are committed to fair and transparent recruitment procedures.
  • We strive for continuous research career development in a stimulating working environment, bearing in mind that FISEVI has dealings with several different institutions and therefore has only a partial direct influence on some conditions.

The ambitious Action Plan presented here aims to provide an attractive and supportive working environment, which promotes equal opportunities, compliance with ethical values and favours work-life balance.

GAP Analysis

A comprehensive overview of the institution that facilitates the development of measures and suggestions aimed at aligning HR policies with the principles set out in the “European Charter for Researchers” and the “Code of Conduct for the Recruitment of Researchers”.

Action Plan

In order to improve HR policies, this document is introduced to enable the implementation of the necessary measures to establish an attractive and stable working environment that fosters equal opportunities, establishes ethical values and facilitates a work-life balance.

It aims to ensure the recruitment of the most suitable candidate for the position, generating benefits for the research staff, the institutions and the research system as a whole. It therefore makes research careers more attractive, ensures equal opportunities for candidates and facilitates job mobility.

FISEVI is committed to the implementation of the principles of the HR Excellence in Research (HRS4R) seal, especially with the commitments associated with the European Charter for Researchers and the European Commission’s Code of Conduct in the Recruitment of Researchers: the principles of open, transparent and merit-based recruitment OTM-R.
